unavailable to fly in Dark Poeta/Ishlagen only

guys am helping a friend find a soln to this prob, he is able to fly everwhere except in ishlagen and dark poeta , we have tried replacing the system.over file and most of the solns in the forums... we have even tried copying my client(which works perfectly fine) into his com and running it which leads to the same prob... any help towards solving this problem would be greatly appreciated, txs in advance
