Zyakia, the Tailoring Expert!

Good evening!
Uh, so, I'm all "lol I'm going to tailor crap".
So, there I was, rocking the needle.
And then Zyakia was all, "lol you have to make me a belt, because my pants are falling down". "No problem!", I say, and she's all "That vendor behind the counter over by the wall sells the design, so all you have to do is buy the design, then get the materiels, and make the belt".
So, I'm pumped. I'm excited.
However, I'm looking in the vendor window for a few minutes unable to find the design.
Either I read the quest wrong or she lied to me.

tl;dr
Can't do the expert tailor quest because I don't have the design, and shop doesn't sell it.

wat do?

(And by "Zyakia, the Tailoring Expert!", I actually meant "Zyakia, the Tailoring Master!")

 

Im having this issue too and i even ask on game and ofc... no-one answer me =/
