    I went to Inggison (i am Asmodian) to the place where Tosel must be, the fort was asmodians, and he is not there same for Turen, so are they still spawning?

    They should be. Try using /select command :) and then press C to move towards the npc if he's targeted. This usually works when npcs seem invisible.
