I can see the picture clearly anyways, there is a dude using a gladiator skill called piercing rupture and piercing wave at the same time.
As far as I know, they share cooldown so he could have used hacks, I dunno really.

 

^ this. Rupture and Wave are on the same 1min CD. so if he used them back-to-back in less then 1 min, well.... somethings fishy!

 

this can be done if u got very big fat ping

 

Don't the normal attacks in-between those 2 skills' cooldown count? I'm pretty sure the cooldown isn't immediate, and normal attacks won't stop until you stop targeting the other player.
