That, is for an item mall.
The Charge is how much your current purchased 'points' would be.
The, Buy is obvious. It lets you purchase a premium item, as well as Gift which allows you to buy said item for someone else and have it be in their 'Item Mall Mail box or inventory"

This is how most Free to play games support themselves, also known as Micro transactions. As Aion is a P2P game, it most likely was not implemented. Or, they are going to be putting an ingame item mall on gamez, not sure but that is at least what the panel is.
