    Title quest The Honorary Black Cloud grants 5% speed
    Im on the part talk to Euridice at Asteria fortress in reshanta but shes not even there.

    Is this quest bugged or does she spawn on a timer?

    He's on the island, but he doesn't have the quest, I think either he's bugged or you have to do other quests before. And the the quest he offers (or supposedly offers) is Sign on the Dotted Line (for Asmos) and Jakurerk's Shot at the Big Time (for Elyos) <http://www.aionarmory.com/npc.aspx?id=279007#starts-quests>
