    The answer to this when I asked before was that they changed the limit of characters that you can make on one account... which yes, is (dont mind my opinion but..) retarded. >.<

    you can delete.
    but once you delete it., the slot wont open but the character is gone.
    and u cant make a new one.

    Have you tried relaunching your gamez after you had deleted the character?
    I tried it and it works, not sure for other ppl.
