    Open NCsoft.

    Right Click and Repair. Complete the repair.

    <Try to see if its North America>

    Go to File/Settings/Advanced- then try to change it to North America.

    still, if it doesnt work,

    2. re-install a new DirectX9.

    there are new version in the internet.

    and if this still doesnt work.

    3. throw your PC outside the door.
