    Can we still enter steel rake and how do we get groggie?

    You can still enter steel rake, you just need to complete the quest that grants access to the instance. You'll find the initial quest in Heiron Gate and find the NPC named Graa and take that quest, once you complete that quest, the NPC where you finish Roikinerk, will give you the quest needed to access Steel Rake.
