Location of the NPC selling designs in abyss

    Hi I wonder where I can find the NPC selling designs in abyss, I saw it in the lake asteria fortress before but now It's not there anymore, please help

    Because GMs have to spawn balic npcs manually, Wait for a GM to spawn them.

    But it feels just like such a waste of time to just randomly fly around in abyss, I dont even know if they will spawn at top, core or base... I understand that the GM cant tell me the exact location, fine... But atleast I think I deserve to hear if they HAVE spawned so I dont look around in vain. And if it's at top/core/base.
