Raging scroll bugged or flight speed bugged

I dont know about you guys....but after the update, i think flight speed is bugged or Greater Raging wind scroll is bugged..

* Notice my speed is still "13.5" before and after



I've done all the quest that would give additional flight speed ( Fungus among us and Putting up the speed)...but still the same..

 

Have the same problem here......... with or without greater raging wind scroll i have 13.5 flight speed :-( :-(
