Forum Name and VIP question

Is there a section of the forums where we can request a forum username change? and second, I know there used to be a guide on the forums on how to get your forum account VIP but I can't seem to find it. If anyone can explain the process or link the thread, it would be much appreciated.

 

You donate $250 or more [I think] (used to be $100) to get a VIP status.
