    in dueling, there is a 3 seconds countdown before you can skill, right? but some people can skill even the countdown is still there... and i recall, i'm not lagging or anything... i can show some pics but i dont know how... if somebody will teach me i'll show the pics... in the meantime, answer this yes or no... if its yes, how?

    It is, but its considered pre-casting and it's frown upon in duels and most people would call them a noob for precasting. In tournaments, it's not allowed at all and you would be kicked out.
