    Server restart: When the server reboots, after a server restart everything will be working normally

    If the server is down it is currently not available and can not be accessed, yet the server process is still running, so it doesn't count as reboot. infact, if the server is down, stuck characters won't be fixed because the server process doesn't start over again. If a server is down, a reboot is not always necessary to bring it "up" again.
    if the server reboots, the process reloads all the server files and the database, therefore stuck characters get "fixed", server memory gets cleaned and usually minor lag issues get resolved (mainly caused by high memory usage).
