Balic Armorsmithing

Ok, so I found the NPC, and I bought the design for True Dragon plate items.

Now, I don't see a design for fine thick horns, or the pliant thick skin.
The design for Fine Firm Balaur horns and Pliant firm horns are there, but those are higher level.

Anybody know where to find Balic Craft: Crafted Thick Balaur Horn, and Balic Design: Pliant Thick Balaur Skin? Or did someone make a mistake and not implement that in the npc?
