Blessings only granting 5% bonuses instead of 10%

Title says it all. Cleric and chanter blessings only buff stats by 5%. I was at 10k health and was buffed to 10.5.

 

From what I understand, all buffs (+HP, +Cast Speed, +Speed, etc), always based on your BASE stats, NOT the stats after you wear armor/buff up/etc.

So, judging from what you say, I bet that if you take off all your equipments + remove all your buff, your HP is around 5k.
After you wear all your equips, your hp is 10k.
Thus, by putting a +10% hp buff, you will only get +500hp, because your base hp is 5k.
