Boats under Lvl 49 can be destroyed​

Bug Description:

Its possible to destroy Boats even when the owners under Level 49.​

How to reproduce/proof:

1- You cannot get close to the owner of the boat, if you get close, it will not be possible to destroy;
2- You have to shoot from a long distance (enough distance not to spot it on the minimap);
3- Then you will shoot and then open the PK.

In "ShipBug1" when I get close to them it will be possible to see that the owner is below Level 49
In "ShipBug2" you will see that if I get close, I can't damage his boat​
