Cannot turn in Marni's stones for quest​

Bug Description:

I filled 4 Marni's stone (Desert Fogan) IIs to turn in the quest "Sample of the living - Desert Fogan", but when I go to wacky Toshi in Sand grain bazaar, the npc doesnt give me an option to turn in the stones. which means I cannot complete the quest.​

How to reproduce/proof:

I guess try the above.​

Cannot turn in Marni's stone (Bashim), hence cannot complete the quest.
Bug Description:
I have the quest "Honorable Companion" which asks to fill Marni's Stone (Bashim) with 250 kills and bring it back to Wacky Toshi at Sand Grand Bazaar. However, there is no option to turn it in.
Even tooltip on stone says you get less exp when you turn it in above lv62 (meaning you can turn it in above 62), I guess maybe it can be effected by the fact that character is lv64.

Im getting this same problem, im trying to turn in marni stones for the thirst for power questline and have no options to turn things in, im level 64
