You can buy in in abyss at your base.

 

As Sketcher said, you can buy the design off the NPCs in Abyss, they are close to Siana (for asmodians) and Denegos (for elyos), but you will need some tokens to purchase them (just for elyos right now, don't know why asmo npcs are not asking for tokens, will be looked into)



As seen in the screenshot, 212 tokens, which would be Wright's Tokens (if you are ely), you get those tokens by completing 2 weekly that Solomon gives At Sarpan, besides that, if you join the Wrights of Dawn organization, directed by Erno, you get daily quests that reward you with Wright's Tokens and other bundles, to find NPCs you can use the /where command:

/where Denegos
/where Siana
/where Erno

Edit: Oh and I didn't find any mob dropping that design, some droplists are too large for the chat so it just goes on and on and I can't see the whole list, and mobs with smaller droplists don't have this design
