digiseller paypal transaction banned?

After payment error pops up then paypal sent me email says "to comply with government regulation the transaction has been declined?"

Sorry but you will have to take this up with @Noyah or @Kolka, but it sounds as if your country's laws are a problem somehow? Not sure at all, but it is just surprising to see that as a first time error. I suggest that you open a Conversation (Private Message) with the aforementioned staffmembers, by mouse-over'ing your forum-name at the top of the page, and selecting Conversation.
