Does blind state affect Magical Accuracy?

    I just want to know if someone can test this on retail. If a sorcerer is blinded, does the magical accuracy of the sorcerer go down, which causes the sorc to miss magic skills? I remember long time ago, when i play retail blind affects sorcerer's magical accuracy in which makes the sorcerer unable to land magic skills.
