   Bug Description:
   

   Get a base epheria rod (http://bdocodex.com/us/item/16163/) and try and enchant it. It refuses to enchant with less than 40 durability. See my video for proof.​

   Yeah it was annoying when I enchanted my balenos rod. It's at +5 right now. Everything in this server doesn't seem to go all the way to 0 durability
