Epheria Sailboat Cannons cannot be reloaded​

Bug Description:

When you interact with your Epheria Sailboat cannon, when you click this item: http://bddatabase.net/us/item/56078/ it does not reload the cannot, so it cannot be fire, i dont know if even firing cannon is bugged because i need to load it first to try it.​

How to reproduce/proof:

Doing what the item description says do not affect anything in game:
Description:
Stand in front of a cannon with this item to load it.
Only loaded cannons can be fired.​
