    Lol.. Heironopilis (or w.e was the name of that place..) is the only place in heiron (I think) where u can fly.. but once ur not in that place then.. don't panic since flying in Heiron is actually not allowed.. -.- They said Heiron is a good Ground PvP place anyway...

    heiron/beluslan and all of balaurea have flight turned off server side so no, the system.ovr wont help u there :p

    balaurea unless u run into a zerg :p gets really laggy with the MASS pvp lol

    core is for flight pvp if ur interested. u can also rift to beluslan/heiron to ground pvp there lol
