    I am not sure if you can anymore, but if I remember well there were some shugos in Silentera Canyon, Black Cloud Island and Inggison/Gelkmaros, where you could exchange them. I don't have access to the game right now so I can't check myself, but you might want to take a look at the link I sent you in direct msg. It is pretty detailed and I think it will help you locate them.
