hlp with fly problem nothing works

i have US version of aion.i've tryed all the things evry1 posted in this forum i meen evrything but i still cant fly im lvl 21 atm. i played this server last year too had same problem a guy in game told me to do something to the files and it worked. im using win 7 x64 now i was using xp bk thn.
idk what to do anymore i tryed all i runed as admin etc.
pls if u can help me dont make me change the OVR file agai coz i chanegd it with evrything tht i found here and it doesnt work. evrything is set good for the game, pls if some1 can help me pm here or reply this post i really wana play this game now for good but i need to fly its esencial to flyin this game for alot of reasons.
