    Horse exp gain from premium is not applied when value pack is not active​
    Bug Description:
    Horse exp gain with premium and value pack and lifeskill clothes is 3744 per tick

    horse exp gain with value pack and lifeskill clothes and without premium is 3168 per tick.

    horse exp gain with premium and lifeskill clothes and no value pack is 3168 per tick.    ​

    your calculations is wrong, i tested with value 10% check my tests:
    no buff: 3200
    cloth: 15% = 3480
    cloth + premium: 15% + 30% = 4640
    cloth + premium + value pack: 15% + 30% + 10% = 5600
