    To level up a legion you need to visit the Legion formation area in Pand/Sanctum and you need to have the requisite number of members and AP earned for the level you are looking to reach.

    why not?

    Visit a 'legion board' depending u r ely(sanctum) or asmo(Pandaemonium) u can see 'legion board' words on the map.
    The are requirements for each level, click on the pic:
