How to get to reshanta?

As the title says

 

Teleport to one of these maps: Verteron, Morheim, Heiron, or Beluslan, then fly straight up and you'll see a giant rock with a glowing circle on both sides. Those glowing circles are teleporters that will take you to Reshanta. I believe you also get like 10 Reshanta Scrolls from the Questionnaires, so you could just use those if you got them already.

Follow up question! i have a quest that required shining vortex but i need 175 crafting/gathering level before i be able to gather it from big vortex. is there any npc that sell shining vortex? thanks

 

Didn't really see this, anyways I don't believe so. You'll just need to level up your aethertapping, which you can start at Verteron/Morheim.

Yes there are NPC that sell what you need. Shining vortex is a gatherable item that gives you (Greater/Pure) Aether Gems. Those are sold by multiple npcs in the cities ( type "/where Baleyg" for asmodians, "/where Tacitus" for elyos) From there you buy the gems you need and finish the quest.... or level up aethertapping to 175+ for the only 2-3 quests in the game related to aether that give shitty exp either way.
