    You can Combine two weapons together at an NPC. It is not a bug , unless the two combined items are one-handed weapons.
    Two handed weapons (Bows,tomes,orbs,greatswords) can only be fused with a second weapon of the same type. The main stats of the upper weapon are only kept and the secondary stats of both aswell (tho if both weapons got a casting speed bonus for example , the one with the highiest will be kept , e.g. you got two tomes , one with 10% casting speed bonus and one with 20 , the secondary c speed stat of the 20% one will only be kept , it won't be 30%)
