This item was given as attendace reward. Here are the screen shoots of before and after using the Value Pack (7 days), focus on weight limit.

Either the description is wrong or item is bugged.​

How to reproduce/proof:

-Create a new character or use an existing character which has not activated a value pack
-Check the weight limit before you use the value pack
-Use the Value Pack (7 days)
-Check the weight limit again to compare​
