What the skill is doing: Attempting to use it after it comes off cool down while using any ability or moving( anything but standing still) will cause the skill to cancel and go on cooldown again.
What is expected of the Skill: Be usable as a string after moves.​

Use BtB, while its on cooldown use whatever skills, then as BtB comes off cooldown attempt to use it while using another move, and you should have same results as video.​
