My loots gone when sever shutdown

There's an announcement made before the server shuts down, it also says that players must be in a safe zone. If you ignored the warning and kept grinding or w/e, it's not servers fault that you lose anything related to that time.
If you're talking about the second shut down on this morning, it was to apply some hot fixes, so yeah, a rollback is always expected if a patch needed fixes.
So I'm sorry, but it won't be possible to restore any missing loot.
