No Characters / Bugged Login

    A situation I've never ran into before. Just came back after a long break; maybe couple months to half a year. I try to login, then when I click on West server, it says I have to make a new character. But when I'm at the region selection, it says I have "1" character. So, I tried making a character to go to my character selection screen. But when I tried to make one, it wouldn't even let me, ask in when I push create, nothing happens. In need of assistance, because I vote daily, nothing should've happened.
