I returned like a couple of weeks ago and I am in the same batch of players as you are (Pre-inggi/gelk sieges/pvp), here's my 2cents atm.
○PvP is still alive though mostly in BGs and sometimes Open-world (we have custom portals now, no need to wait for rift back then). End-game pvp equips (Boundless Honor/Prime Captain) got cheaper since it was released so it's easier to acquire now.
○PvE... nah, dead (hopefully they'll make/fix/improve the Pve content)
