Power of the Elim quest bugged?

On the Elyos campaign at Heiron for lvl 36, Power of the Elim - when it came to the point where I had to talk to Arbolu. I clicked on the npc (Voice of Arbolu) but nothing happened. I kept clicking and relogging but nothing happened after that. I did this with a friend and same thing happened to him.

So, I am not sure if this is a bug or this is happening to just the two of us coz we were in party. If anyone knows how to fix this, pls let me know (IGN: Tari) coz I really wanna finish this quest. Thanks!
