Bug Name:

PvP guilds abuse war dec bug​

Bug Description:

When 1 guild undec the war, the opposite side cant attack that guild anymore(both sides cant attack, but players are still red)​

How to reproduce/proof:

Bug 1:
If u dec 1 guild and they don't accept the war - war will be up after I believe 20 min
But then u cant attack that guild u see them red and to kill u need pk on
Bug 2:
one guild send a war declaration
the second guild accepts it.
War is going fine then 1 guild remove war and u cant attack them anymore only with pk on.

On retail when u dec a guild and u keep the dec up u can attack them all the time - u don't need them to dec back​
