[Quest] Essence of Fate

Well ive been trying to do this quest but it seems to be bugged, according to what ive been able to find, the quest should just start by activating the Balaur Operations Orders in Dark Poeta, which is in the Akarios Ruins, but it doesnt works, when i click to activate it it just shows that casting bar but nothing happens so i suppose its bugged, or maybe i actually had to tlak to an NPC in order to get it started? ive looked for that though and havent been able to find anything so id guess the quest starts there. Id really like it if this could be checked.
