Question about ap

just a quick one, i was told lastnight the ap npc's are bugged out, that you loose your ap & gold coins if you try purchase and armor/wep etc. Is this true ?? only ask as really need better gear and cannot donate as yet. no other way of getting gear so answers would be nice. Yes btw i do vote but now we got usual vp its will take for ever to get just 1 piece armor let alone full set & jewelry.
If infact ap npc do work can anyone also recommend what set would be best for ranger please.
