Ranger attack speed hacking

Ranger named Blueeee in Sanctum early this morning was apparently speed hacking, getting off 9-10 shots in under 3 seconds. Chat log provided below.

No, I am not the type person that goes around saying "HACKER HACKER" to every person I lose against. I know when I see a hacker, and this guy was blatantly doing so. Would just like a GM to check him out, if he isn't hacking then my mistake and I apologize. However if he is hacking I would like to see tools like that banned.
