Recover Account!

Hello !
I was wondering if is possible to recover my brother account he doesnt play anymore,and he gave me permissions to use.
The problem is that the email he used on account activation is no longer active due to having changed from other net provider, he tries to recover but its impossible cuz the provider disabeled his mail account.

My question is : is it possible to send to some GM the receipts of the payments he made through Paypal? he still remeber his char name i can send to some staff for evaluation too!
