Reducing Heliotrope crystal craft from 24H to 12H

    I think it should be relatively easy to implement and it would greatly help crafters. I'd like to suggest to reduce global cooldown on heliotrope crystals from 24h to 12h as it should be according to 2.6 retail patchnotes.
