    Okay, to access the second floor of the Library, the npc told me to talk to Lavirinthos. TROUBLE IS I keep getting quest error code blah blah blah when I did. Issit a bug or something? I can't do my campaign quest now. :/

    that quest is bugged. You need to get manually ported by an AM to the NPC inside the library to do the quest.
