seriously, whats up with AP?

135k AP isnt much, but its enough for rank 2... why am i still rank 7? it cant be a server wide problem because ive seen some who are still (or already?) ranked officers
i do have vip account, but i get chump change ap from asmos....
along with a few other bugs, im wondering what exactly is getting 'fixed' or 'updated' (the server has been taken down for 'updates' almost every day for the past week?...)
ok so a couple things have been fixed and its nice to see some one is actually taking an interest in maintaining the server but...
