Fuse a PvP harp (e.g. Arbiter's) with a PvE one - preferably with attack speed but these are very hard to come by, and the pretty much the only top-tier such is Exalted Noble Katalium Harp - Aion Database 4.5. A more affordable choice however is a Sauro Commander's Harp, it's got some pretty decent stats there. If your PvP harp is not level 65, feel free to use it as a bottom fuse to the Sauro / whatever.

Manastones are kinda tricky. Bards have a couple of skills to reduce the enemy's Magic Suppression which directly translates into more free Magic Boost for you. Thanks to that you're free to build some defensive stats (Magic Resist) or really whatever you feel like, alongside Magical Accuracy which will be your main manastone.

Like Razor said, MA is a necessity, though MB is not as much. Your options are:

    MA/MB
Highest MA (around 2.5k-2.6k), and with a good set, you'd reach around 2.8k mb. You can reduce the enemy's magic suppression to increase your MB. This is useful mostly on cloth players, since they have around 1.9k-2k magic suppression.

*1 magic suppression on enemy = -1 magic boost from you.

    MA/MR
High MA, decent MR, but you won't resist cloth players, unless they are noobs. You lose out on damage a lot,

    MB/MA
Highest damage possible, your skills still land, but not so much on arbiter clerics/chanters.

    MB/MR
Highest DPS, but clerics and chanters will give you the hardest time of your life.

    Full Healing Boost +3

This is pretty good for PvE along with the top tree.

In 4.7(or w/e they'll call it), Impassion will give an extra +100 MA.

Also, I do NOT recommend going with the top tree. The last stigma has a 10 minutes cooldown, which is insane. Unless it was like 3 mins, it is not worth it.

Do not get the MP/HP healing stigmas either, since they require charging. For single targets, they are actually worse than your default heals.

I was gonna list it, but I thought the other builds were better, since bards have self-cleanse w/ a cd of ~7s
