The NPC is not seling condition lvl 2 item

With the new update u need conditioning lvl 2 to receive the lvl 2 bonuses( and is normal ) but the npc sell only lvl 1 conditioning item so u have to travel every time u hit lvl 1 conditon to Stancturm->Kaisiel Academy ->Condition npc and make lvl 2 again .
So why the npc don't sell them and the Academy scrolls ?

Probably in 3.0 Carl will edit the new pvp set so it increases ur pvp def by 80%, gives +6k hp.
