Why is Sicil's Necklace Droprate so Retail like?

    Crecent Shrine gives you a Soiled Ring like every 3 minutes, why is it so hard to gain Sicil's Necklace?
    Sulfur Mine just don't drop them at all. At Pila Ku i get at least one Soiled every 3-4K Trash, which all become Shattered ofc...
    and this is exactly the same i got on Retail before. Do i just have bad Luck? If not, please Fix this i wanna Grind Jail!

    Because pure drops have been heavily nerfed. Whether that's a result of admin tampering or the way the original game is coded remains a mystery.
