    Bug Description:
    We should get "Spirit's Flare" (https://bdocodex.com/us/item/42079) from NPC Liudia when we exchange the "Operation Orders From Kamasylvia" (https://bdocodex.com/us/item/1013/) to get a "[Guild] King of Navarn Steppe Summon Scroll" (https://bdocodex.com/us/item/41646/). It's a mandatory item, because the Ahib Griffon fly to recover its HP, and this item is the only way to get him down and stop the recovery.​
    How to reproduce/proof:
    Get 20 "Essence of Fury" from Guild Missions, trade for "Operation Orders From Kamasylvia" at a Guild Manager, than get the "[Guild] King of Navarn Steppe Summon Scroll" from NPC Liudia. She won't give you the "Spirit's Flare".​
