    Herald's journal 4th book reward doesn't working​
    Bug Description:
    It says "You have already reached the maximum Valks enhancement chance" when I try to add more than 10 valks.​
    How to reproduce/proof:
    1. Complete herald's journal chapter 4
    2. Try to add more than 10 valks (The maximum limit should be 13.)    ​
