   1) Its not a bug, u need finsih this quest to obtain Flondor Instrumental Shop knowledge: https://bdocodex.com/us/quest/3543/11/
   2) To get knowledge of Heidel Lord u need talk to Crusio Domongatt when u have started quest (https://bdocodex.com/us/quest/2015/1) or started quest (https://bdocodex.com/us/quest/21011/5).
